Complementing the spiritual guidance is the fleet commissar, an eloquent enforcer of discipline and duty. Appointed by higher authorities, the fleet commissar works in tandem with the ship’s arms master to ensure combat readiness. The commissar has the authority to declare the captain, or even the whole crew, unfit for service if he deems them incompetent or unreliable. A battleship must always have at least one commissar on board, with their attention divided among all the escort ships in the squadron if necessary.
